This logo uses several different fonts:
ZO - Snap ITC / D - Popping-Cute / K - Sweet Shells (this is kind of close)
There is a program called Vector Magic which lets you trace JPEG & PNG files to create a vector based image
Also if you search online by convert JPEG to SVG this give you some options
